    The initial value of the "value:" attribute of <OPTION> is
    not set to the contents of the element.

Detailed description:

    HTML 4.01#17.6.1 says under "OPTION Attribute definitions":

       "value = cdata [CS]
        ...
        If this attribute is not set, the initial value is set to
        the contents of the OPTION element."

    The 'alert()' should display the same value for 'option.value' and
    'select.value', but 'option.value' is blank.

Steps to reproduce the bug:
    1. Enable JavaScript.
    2. Visit the URL.
    3. Select one of the options.
