    The <td>'s in the test case should span all 3 table columns.

    The HTML 4.01 specification says:

      "colspan = number [CN]
          
          ... The value zero ("0") means that the cell spans all
          columns from the current column to the last column of
          the column group (COLGROUP) in which the cell is defined."


    Note also that some of the rules in the unstyled table
    are not drawn.
